Provide a neutral, non-profit, carrier-agnostic exchange fabric that lets Arkansas networks peer directly — so local traffic stays local, transit costs drop, and the infrastructure that carries the state's internet is owned and operated by the state.

Fifteen years in networking, ten of them in service provider environments. Leads architecture and engineering — the exchange fabric and the design it runs on.
Attorney with sixteen years of legal experience. Handles the non-profit's governance, member agreements, and the contracts behind the fabric.
Seven years of service provider networking experience. Chairs the board and runs operations and engineering day to day — member turn-ups, peering sessions, and keeping the fabric healthy.

Every member gets the same terms. No preferential deals, no gatekeeping, no minimum size.
We follow the Mutually Agreed Norms for Routing Security — filtering, anti-spoofing, coordination.
Membership elects the board. Policy changes require member vote. The exchange serves its members, not the other way around.
